2027 WWBOTA Activation Operations Challenge Proposal

Background

The WWBOTA Activation Operations Challenge is an award which recognizes activators who demonstrate sustained activation activity and strategic bunker management throughout the year. Unlike the cumulative unique bunker and bunker combination (B2B) focussed Lifetime Awards, Activity Awards which count days of operation, or the DXCC Awards which count unique entities, this award focuses on the total number of valid activation operations completed.

Terminology: An Activation Operation describes the act of operating at an activation site, irrespective of the number of bunkers activated. Whether an activator operates from a single bunker (1fer) or multiple bunkers simultaneously (2fer, 3fer, 4fer, 5fer), this constitutes one activation operation.

Key Distinction: Each activation operation scores 1 point regardless of whether it involves a single bunker or multiple bunkers. However, all bunkers in each activation operation must be new to the activator for that calendar year – no bunker may be reused in a subsequent activation operation within the year.

Geographic Equity Note: This award is designed to provide balanced recognition across all WWBOTA schemes regardless of regional bunker density and distribution patterns. By scoring activation operations rather than individual bunkers, the award normalizes achievement measurement and ensures that activator effort is fairly recognized whether operating in regions with concentrated bunker clusters or in areas where bunkers are more geographically dispersed.

Balance and Synergies with Other WWBOTA Awards: The Activation Operations Award complements WWBOTA’s existing award structure by providing a fourth dimension of recognition:

  • Lifetime Awards measure cumulative unique B2B combinations and bunker count across a lifetime – the Activation Operations Challenge measures annual operational effort
  • DXCC Awards measure geographic diversity of entities worked/activated annually – the Activation Operations Challenge measures operational consistency and effort regardless of entity
  • Activity Awards measure days of activity annually – the Activation Operations Challenge measures individual operations (multiple operations can occur within a single day)

Together, these four award programs, along with special event awards, create a comprehensive recognition framework where a single activation operation can simultaneously contribute to all four awards, maximizing the value of each operating session while rewarding different aspects of achievement.

This award is designed to reward:

  • Consistent activation frequency throughout the year
  • Strategic planning and bunker inventory management
  • Access to diverse bunker portfolios
  • Operational skill, efficiency and effort

National Awards: As with all WWBOTA awards, this award is totally independent of any national rules and awards which may credit all bunkers within their national rules for national awards. Validity of QSO for national awards is in accordance with national rules.

Award Period

Annual Event Structure:

  • 2027 WWBOTA Activation Operations Challenge: January 1 – December 31, 2027 (12 months)
  • Subsequent Years: January 1 – December 31 annually
  • Scores reset at the start of each calendar year
  • Previous year’s  total does not carry over

Scoring System

Activity is measured in number of valid activation operations, not number of bunkers activated or number of QSOs. Each valid activation operation scores 1 point, regardless of how many bunkers are included in that activation operation.

Critical Bunker Uniqueness Rule: ALL bunkers in an activation operation must be NEW to the activator for the calendar year. No bunker may appear in more than one activation operation by the same activator in the same year. If ANY duplicate bunker is included in an activation operation, the entire activation operation is invalid for this award and scores zero points.

Examples:

  • ✓ Valid: Activation operation at Bunker A solo (1 point), then later activation operation at Bunker B + C as a 2fer (1 point) = 2 points total
  • ✗ Invalid: Activation operation at Bunker A solo (1 point), then later activation operation at Bunker A + B as a 2fer (0 points – Bunker A duplicated)
  • ✗ Invalid: Activation operation at Bunkers A + B + C as a 3fer (1 point), then later activation operation at Bunkers C + D as a 2fer (0 points – Bunker C duplicated)

Award Category and Tiers

Single Category: ACTIVATOR

Valid activation operations completed (1 point per activation operation with all-new bunkers):

  • Bronze: 25 activation operations
  • Silver: 50 activation operations
  • Gold: 100 activation operations
  • Platinum: 150 activation operations
  • Diamond: 200 activation operations
  • Ruby: 250 activation operations
  • Sapphire: 300 activation operations
  • Master: 400 activation operations

Award Rules

Confirmation Requirements

  • All activation operations must be logged in WWBOTA Logger
  • Claims submitted via WWBOTA Logger
  • Logger automatically tracks and validates bunker uniqueness

Technical Specifications

  • Scoring: One point per valid activation operation
  • Single vs. Multi-bunker: Both count as 1 point (1fer = 2fer = 3fer = 1 point)
  • Bunker uniqueness: Automatically validated by WWBOTA Logger for the calendar year
  • Valid date range: Only activation operations made within the award period count

Activation Operation Validation Rules

Minimum Contact Requirements:

  • HF or mixed HF/VHF activation operations: 25 valid QSOs per activation operation
  • VHF/UHF only activation operations: 10 valid QSOs per activation operation

Timing Requirements:

  • Minimum 10-minute gap between the last logged QSO of one activation operation and the first logged QSO of the next activation operation
  • Prevents back-to-back activation operations from being artificially split
  • The gap measurement will be extracted from submitted logs and calculated by WWBOTA Logger. Where a ten minute gap is not detected the second activation operation will score zero points.

Bunker Uniqueness Requirements:

  • ALL bunkers in an activation operation must be new to the activator for that calendar year
  • WWBOTA Logger automatically flags invalid activation operations containing duplicate bunkers
  • Invalid activation operations score zero points and do not count toward tier thresholds
  • Activators receive notification of invalid activation operations

Relationship to Other WWBOTA Awards

This award operates independently but can be pursued simultaneously with other WWBOTA awards:

Synergies:

  • WWBOTA Lifetime Awards: Same bunker activations count toward both lifetime totals and annual activation operations award
  • Annual DXCC Awards: Same activations contribute to DXCC entity collection
  • Annual Activity Awards: Same calendar days with activations count toward activity awards

An activator can work toward all four award programs, WWBOTA special events (if running) and national programs (within national rules), with the same operating activities, maximizing recognition for each activation effort.

Multi-Bunker Activation Operation Considerations

If an activator activates more than one bunker in a single activation operation (2fer, 3fer, etc.), all bunkers activated remain valid for other activator awards and for hunter awards. For example, a 3fer activation operation:

  • Scores 1 point in the Activation Operations Award
  • Counts as 3 separate bunkers for Lifetime Awards
  • May contribute up to 3 different DXCC entities for DXCC Awards
  • Provides hunters the opportunity to work 3 different bunkers

This creates tactical and strategic planning opportunities (and challenges … after all this is meant to be a challenging award) for activators who must balance:

  • Maximizing Activation Operations Award points (more separate activation operations)
  • Maximizing bunker counts for other awards (multi-bunker activation operations)
  • Providing more opportunities for hunters (multi-bunker activation operations)
  • Managing their annual bunker inventory strategically

Key Difference: Unlike other awards, this is an activator-only award – hunters/chasers are not eligible.


Maximum Possible Achievement: Dependent on activator’s access to unique bunker locations. Activators with access to 400+ unique bunkers within their geographic reach can potentially achieve Master tier.
